Enterprise and Program Management

Cherokee is at the forefront of assisting Federal Government agencies in implementing enterprise architecture in furtherance of their requirements under the Federal Enterprise Architecture Framework and DoD’s Command, Control, Communications, Computers and Intelligence, Surveillance, & Reconnaissance (C4ISR) framework. Cherokee is partnered with the Undersecretary of Defense for Acquisition, Technology, and Logistics, using the Distributed Common Ground System – Army (DCGS-A), to pilot a methodology and implementing technology to reduce cost of ownership through improved Department of Defense (DoD) Capital Planning and Investment Control (CPIC). The end-state of the pilot will be an Integrated Enterprise Architecture that will provide the Army DCGS-A Program with the capability to:

 

  • Conduct analysis across multiple domains
  • Conduct data-mining and relate or explore possible relationships of disparate aspects of the enterprise
  • Improve Migration Planning
  • Improve Alternative/what-if analysis
  • Perform Role-Based Reporting and Role-Based Decision Support
  • Improve Knowledge Navigation
  • Improve Capital Planning and Investment Control (CPIC)
  • Present information in diagram form through simple SQL queries

To accomplish this the Cherokee Team has developed an implementing methodology, CMMD – Capture, Mature, and Maintain Data. CMMD is a non-traditional method of developing Enterprise Architecture that focuses on the process of capturing information (data) about an enterprise to develop models, instead of the development of physical models to develop data. Through this subtle, yet profound difference in methodologies, CMMD provides an organization with a capability to perform continual update and maintenance of its architecture, and to create “real-time” investment decision products, such as Exhibit 300s or Analysis of Alternatives (AoAs), on demand by querying the architecture database and generating products as reports. This capability provides “just-in-time” architecture, with current and fully validated information, arrayed according to the needs of the user. Information models can be quickly tailored to any need (DODAF, FEAF, CADM, ADM, Zachman). As information is entered, models (IDEF, BMMP, DODAF, etc.) can be quickly and automatically generated as reports, vice individual products.
